Statutes, Rules & Resolutions Relevant to Students


Please consult the Vice-President (Administration) on 07 4930 9575 for approved legislation at any time, or for a full copy of Central Queensland University Statutes. The following is for guidance only, and pertain to students regarding:

  • admission and enrolment;
  • graduation;
  • academic dress;
  • fees and charges; and
  • workplace health and safety.

 

Admission & Enrolment


Admission in Accordance with Rules

The University may admit persons as students, or limit the admission of persons as students, for any program of study or program, in a way prescribed by the University’s rules of admission and enrolment.

Enrolled Students

  1. A person selected for admission becomes an enrolled student on completion of the enrolment procedures prescribed by the rules and compliance with Student Association membership rules, as follows.
  2. A person stops being an enrolled student in a way prescribed by the rules.

Membership of the Student Association

  1. A person selected for admission and seeking enrolment as a student must be, or undertake to become, a member of the Student Association.
  2. The person becomes a member of the Student Association by paying the Student Association’s membership fees.

Exemption from Membership of the Student Association

  1. Despite section 4 (requirement that a student must be, or undertake to become a member of the Student Association), a person is exempt from membership of the Student Association if the person:
    1. has a conscientious objection to being a member of the Association; and
    2. gives the Vice-President (Administration) a written declaration of the nature of the person’s conscientious objection; and
    3. notifies the Association that the person has given the Vice-President (Administration) a written declaration mentioned in paragraph (b); and
    4. pays to the University the amount of the Student Association’s membership fees.
  2. Amounts paid to the University under subsection (1) are to be applied, in a way determined by the Vice-President (Administration), to the provision of services, facilities and amenities for enrolled students.

Administration

The Vice-President (Administration) is responsible for the administration of all matters relating to the admission and enrolment of students, subject to this Statute, the rules and any resolutions of Council.

Rules

The Council may make rules:

  1. limiting the admission of persons as students in a program or program of study; and
  2. in relation to enrolment procedures; and
  3. prescribing the circumstances in which a person stops being an enrolled student.

 

Graduation


Role of Graduation Office

The Graduation Office is responsible for the planning, preparation, coordination and staging of the University’s graduation ceremonies. Within this capacity, the Graduation Office performs functions such as distribution of graduation related information to all potential graduands. The Graduation Office endeavours to include all possible graduands for a given ceremony.

Candidate Responsibility

Students must be aware that it is their responsibility to ensure correct knowledge of graduation dates, times, locations and eligibility. Upon completion of program requirements, students should identify themselves to the appropriate Faculty Course Advisor/s in order to determine their eligibility to graduate.

Change of Name & Address

  1. Students are required to notify the Manager, Student Records in writing of any change in their name or address as soon as possible. Failure to notify the University of such changes could lead to important correspondence or program information not reaching the student. All students must ensure the Manager, Graduation Office, has been notified of any change of address during vacation periods. CQU does not accept responsibility for any official communication which fails to reach a student who has not notified Student Administration of a change of address.
  2. Students who change their name while undertaking a program or prior to graduation (for example, by marriage) and who wish to have their student record amended, should write to the Manager, Student Records, providing a specimen of their former and current signatures. Students are requested to supply, where possible, documentary evidence, such as a copy of a marriage certificate.

Graduation Ceremonies

The following is intended to be used only as a guide to the graduation ceremonies students may be eligible to attend once they have completed their program of study.

Term of program completion Students may be eligible to graduate from:
Summer Term (February) Rockhampton June ceremonies (includes in-absentia) or other ceremonies held at Bundaberg, Gladstone and Mackay.
Autumn Term (June) Rockhampton September graduation or the following year’s ceremonies held at Bundaberg, Gladstone and Mackay.
Winter Term (November) Rockhampton June graduation (includes in-absentia) or other graduation ceremonies held at Bundaberg, Gladstone and Mackay.
Spring Term (December) Rockhampton June graduation or other graduation ceremonies held at Bundaberg, Gladstone and Mackay.

* Please note: Students enrolled through CQU International, Australian International and overseas campuses will be notified of ceremonies for which they may be eligible to attend. Students are encouraged to contact the Graduation Office regarding attendance at graduation ceremonies.

Graduation Rules

Students may only graduate from one graduation ceremony. Students may not graduate from a ceremony and then attend another ceremony to be presented with their award. Students may direct any queries regarding attendance at ceremonies to the Manager, Graduation Office.

In-absentia graduation is where a student is unable to attend a graduation ceremony and wishes to receive his or her testamur. In-absentia graduation is not permissible from all ceremonies.

Students will only be permitted to graduate from ceremonies that occur on a date after the official Certification of that term’s academic results.

 

Academic Dress


Academic dress should be worn at special University ceremonies and on occasions as determined by Council.

Dress for Awards

  (a)  Doctor of the University

Gown: Cambridge Doctorate pattern of scarlet cloth with facings and sleeve linings in University blue, piping at end of sleeve and between scarlet and blue facing in University gold.

Hood: Cambridge pattern of scarlet cloth, fully lined in university blue and piped with gold.

Headwear: Black velvet Tudor bonnet with gold cord and tassels.

  (b)  Companion of University

Gown: Black, Oxford pattern.

Stole: University blue with University Coat of Arms.

Headwear: No mortar board.

  (c)  Member of the University Council

Gown: Black, Oxford pattern

Stole: University gold with University Coat of Arms with bands of University blue and green satin

Headwear: Black mortar board with gold tassels.

  (d)  Doctor of Philosophy

Gown: Oxford Doctorate pattern of blue cloth with facings of green, red and gold satin. The sleeves are fully lined with University green satin, with red and gold satin edging.

Hood: Oxford pattern of blue cloth, fully lined with University green satin with red and gold satin edging, and fastened onto the front of the gown with “hoodlinks” designed according to CQU’s Coat of Arms.

Headwear: Blue velvet Tudor bonnet with gold cord and tassels.

  (e)  Professional Doctorate

Gown: Oxford Doctorate pattern of green cloth with facings of blue, red and gold satin. The sleeves are fully lined with University blue satin, with red and gold satin edging.

Hood: Oxford pattern of green cloth, fully lined satin of appropriate faculty colour with red and gold satin edging, and fastened onto the front of the gown with “hoodlinks’ desgined according to CQU’s Coat of Arms.

Headwear: Green velvet Tudor bonnet with gold cord and tassels.

  (f)  Master’s Degree (by Research and Thesis)

Gown: Black, Cambridge pattern.

Hood: Black, fully lined with satin of appropriate Faculty colour.

Headwear: Black mortar board.

Fees and Charges


Fees and charges are payable as set out in the Schedule of Fees and Charges, which follows.

The Vice-President (Administration) shall specify dates by which an applicant or a student must complete elements of the admission or enrolment process. Fees listed in the schedule will be payable by an applicant or students where elements of the admission or enrolment process occur after the specified dates.

On completion of any term of study, a student who is a debtor to CQU shall not be entitled to receive course results, an academic history, or any other academic document. A student debtor will not be granted
an award.

A Student Debtor is a student who:

  1. fails to pay any fine, fee, charge or debt due to CQU, including the Library, Capricornia Residential College, the Bookshop, or the Student Association.
  2. fails to return or pay the replacement cost of any library book, equipment or equipment kit which was issued on loan.

In any case in which by reason of special circumstances the charge to be paid, the time when a charge is payable, or any other matter necessary to be determined in order to enable the application of this rule to that case, is not specifically provided for in this rule, the Vice-President (Administration) shall have the power and authority to decide any question necessary to be decided in order to determine the matter.

Charges for Extra Copies of Academic Documents

The following charges shall apply to the provision of extra copies of:

  • Result Advice Slip (free copy issued at conclusion of each term and $2.20 (GST inclusive) for subsequent copies);
  • Statement of Results (not a certified copy)
    $5.50 for first copy and $2.20 (GST inclusive) for subsequent copies;
  • Academic History (certified copy)
    $16.50 (GST inclusive) for certified and laminated copy;
  • Award Certificate (Testamur) (free to graduands on completion of program);
    $33 (GST inclusive) for a replacement copy of a CQU testamur. Replacement testamurs will only be issued upon receipt of a statutory declaration outlining the circumstances under which the original CQU testamur was lost or destroyed;
  • Statement of Eligibility to Graduate (to whom it may concern) $2.20 (GST inclusive) per statement.

 

Workplace Health and Safety


Central Queensland University’s policy aims to achieve the optimum attainable level of workplace health and safety as far as is practicable for all staff, students and other persons throughout all areas of its activities.

It is the responsibility of all CQU personnel to ensure the implementation of safety systems appropriate to their delegated operational authority.

It is the responsibility of supervisory staff at every level to ensure that safe working procedures are clearly understood and consistently observed. Supervisors shall also ensure that all plant and equipment in use is in safe working order and workplace conditions are maintained at a high standard.

All members of CQU including students have a duty to care for their personal welfare and the welfare of their fellows. To meet this commitment, each person must follow safe working procedures at all times, and take all reasonable care to prevent personal injury or injury to others and damage to plant and equipment.

CQU will achieve this by careful attention to all aspects of workplace health and safety in accordance with the Queensland Workplace Health & Safety Act 1995, the Workplace Health & Safety Regulation 1997 & (Misc) Regulations 1995 and the relevant Codes of Practice.

This shall include:

  • sound workplace planning and operation;
  • positive and consistent example at all levels of supervision throughout CQU;
  • training based on standard, proven work methods and operational and maintenance problems;
  • education, counselling and, where necessary, assistance in rehabilitating those involved in its activities;
  • the provision of responsible financial support for these activities;
  • enforcement of statutory and CQU safety regulations and procedures; where necessary.

In support of this policy, CQU has created Health and Safety Committees, appointed Health & Safety Officers and established the necessary systems.

Participation of and consultation with staff and students takes place through the University Health & Safety Committees. A Health and Safety Unit, staffed with qualified personnel, acts as the University’s management arm to provide guidelines on, and training in, safe work practices and control of hazards in the workplace.

The University is conscious of its responsibilities and seeks cooperation and commitment from all staff and students to create a workplace environment aimed at accident prevention and health promotion. The University has adopted a policy of NO SMOKING within its buildings. Copies of the policies and guidelines on various issues such as First Aid, Fire Evacuation, HIV, Hepatitis B & C, etc. can be obtained from the University faculties, divisions and the Health & Safety Unit.

The University’s Procedures for Reporting Accidents and Hazards are available from the Health & Safety Unit.
